The Supply Chain Federation is sharing this critical call to action on behalf of our partners at the Pacific Merchant Shipping Association (PMSA) regarding the South Coast Air Quality Management District’s (SCAQMD) Proposed Rule 2304 – also known as the Port Indirect Source Rule (Port ISR).

If your company or members do business at the Ports of Los Angeles or Long Beach, we strongly encourage participation in this Friday’s hearing—either in person or virtually—to voice support for a cooperative alternative to the proposed rule.

The Ports and Cities of Los Angeles and Long Beach have submitted a comprehensive cooperative agreement that would achieve meaningful emissions reductions while preserving local control and preventing costly delays in port development. The proposed rule would give SCAQMD new veto power over projects at the ports, undermining years of collaborative progress and innovation.

The Ask:

We urge stakeholders to support the Ports’ cooperative proposal and call on the SCAQMD Board to pause the rulemaking process and direct staff to negotiate in good faith with the Ports and Cities by October.
