With over three decades of entrepreneurial, nonprofit, and CEO experience, Tim brings strategic savvy, advocacy expertise, and visionary leadership to the Supply Chain Federation. A respected policy innovator, proven national association leader and trusted media voice, he is a dynamic force driving impact and positioning SCF for national leadership.

Sarah Wiltfong joined the Supply Chain Federation in fall 2024 as Chief Advocacy and Public Policy Officer. Previously, she served as Chief Advocacy Officer at the Los Angeles County Business Federation (BizFed), a grassroots alliance of approximately 240 business organizations representing about 420,000 employers across Los Angeles County that champions policies to strengthen the regional economy.
At BizFed, she led all advocacy efforts with a focus on energy, environmental, and water issues and managed a powerful coalition of goods-movement stakeholders—including the Ports of Los Angeles and Long Beach, Union Pacific and BNSF, trucking associations, warehouses, ocean carriers, utilities, refineries, and energy providers. This coalition navigated complex regulations, particularly air quality rules from the California Air Resources Board (CARB) and the South Coast Air Quality Management District (AQMD), the two largest air regulators in the country. This work gave her deep expertise in the highly interconnected nature of the supply chain and how policies aimed at one sector can ripple across the entire system.
Earlier in her career, Sarah worked in the California State Legislature, most recently as a District Director for a state Assemblymember and served as senior staff on targeted state political campaigns. She brings this combined experience in government, campaigns, and advocacy to advance the Supply Chain Federation’s mission.
Fun facts: Sarah is coffee snob, a seminary student at Talbot Theological Seminary, a Court Appointed Special Advocate (CASA) for foster youth, and a proud mom to two cats—Margaret Thatcher and Susan B. Anthony.

One of the nation’s leading transportation policy experts, Chris has shaped landmark legislation and regulations affecting freight and trucking. Known for his bipartisan relationships and high-stakes negotiations, he now brings that expertise to the national stage—driving bold, effective advocacy for the Supply Chain Federation.

Conley is a nearly two-decade veteran of California’s legislative, regulatory, and political arenas and currently serves as the Managing Director for Weideman Group, a top ten lobbying firm in Sacramento. She has led government affairs for major entities including the Los Angeles County Board of Supervisors, where she advanced statewide predatory lending reforms, negotiated lead-paint abatement agreements, and oversaw SB 1383 organic waste implementation.
During the COVID-19 pandemic, she secured millions in state funding for Los Angeles residents. Conley previously directed policy strategy for the Civil Justice Association of California and led labor and contracting legislative work for the California State Association of Counties. Conley began her career in the State Capitol, advising legislators on education, transportation and health issues.
At the Supply Chain Federation, Faith applies that policy acumen to national supply chain advocacy: helping safeguard and strengthen America’s logistics systems through practical, solutions-focused engagement.

Zane Rice is the Chief Communications Officer for the Supply Chain Federation and the CEO/Principal of Breakthrough Blue. He brings more than a decade of experience in communications, public affairs, and campaign management, supporting organizations navigating high-stakes policy and public engagement. At SCF, Zane leads messaging that highlights the essential role of the supply chain, the people who power it, and the policies needed to strengthen America’s competitiveness.
