“Indirect Source Rules (ISRs), including those proposed in Assembly Bill 914 (Garcia) have not produced the measurable air quality benefits policymakers intended—yet they continue to drive up costs for working families, burden small businesses, and jeopardize the stability of our supply chain workforce. We are pleased to see the author slowing this process to review this important issue.
“ISRs disproportionately affect middle- and lower-income Californians who are already grappling with affordability challenges. The rising costs tied to these policies don’t just hit corporations—they show up in grocery bills, prescription prices, and local jobs that sustain our communities.
“That’s why the Supply Chain Federation has called on Governor Newsom to establish a California Supply Chain Blue Ribbon Commission—bringing together business, labor, regulators, and environmental leaders to chart a smarter, more inclusive path forward. California has long been a leader in innovation, but it’s time to lead with collaboration, not regulation alone.
