Sacramento, CA —In response to today’s press conference by Governor Gavin Newsom and Attorney General Rob Bonta on the U.S. Senate’s vote concerning California’s clean air waiver and truck emissions mandates, the Supply Chain Federation issued the following statement:

“California has long been a national leader in clean air innovation, and the Supply Chain Federation supports the state’s legacy of environmental progress. From cleaner fuels to reduced port emissions, the progress made over the last two decades demonstrates that collaboration between industry, government, and labor can deliver real results.

“But as the U.S. Senate weighs in on the EPA’s waiver authorization for the Advanced Clean Trucks regulation, it’s important to strike a realistic, results-driven balance.

“California’s supply chain is powered by hundreds of thousands of workers—drivers, warehouse operators, maintenance crews, and logistics professionals—who ensure that goods move efficiently to communities across the state and the country. The trucking industry is the backbone of this system, moving over 70% of all goods in California. These are not just numbers; they represent real jobs and working families. Policies that reshape this sector must be grounded in economic and technological realities, or risk unintended harm to both jobs and affordability.

“While the demand for zero-emissions innovation in freight is growing—and we support continued investment in clean technologies—the pace, infrastructure requirements, and capital costs of full-scale compliance remain out of reach for many operators, particularly small and mid-sized trucking companies. It is these companies that keep economies moving and food, medicine, and essential goods on shelves, particularly in low income and rural communities.

“The Supply Chain Federation is committed to a cleaner, smarter, and more equitable freight future—a future shaped by balance, investment, and collaboration amongst all stakeholders. The transition to zero-emission freight should not become a zero-sum game between someone’s access to low-cost, essential products or medicines, and environmental goals. We want to work with state and federal policymakers that support the needs of workers, businesses, and families.
